Football League Rules

| 1. Manager responsibilities |
- Monitor your email on a regular basis as this is the primary means if contact.
- Contact your opposition the day before the match is to be played.
- Enter a match report online within one week after your match was played.
- Ensure your assistant manager or another member of your squad is contactable if you are not.
- Report all incidents truthfully.
- Ensure your squad all follow these rules.

| 2. Organiser responsibilities |
- To ensure that all information is up to date and available on the website.
- To try and rearrange games when given at least seven days notice prior to the fixture's original date.
- To ensure that the league is played in a fair manner.
- Investigate and deal with any complaints made by managers.

| 3. General game rules |
Normal football rules apply except for the following:
- Throw-ins are under-arm. The ball must not rise above waist height otherwise it will be deemed a foul throw and a throw awarded to the opposition.
- All free kicks are DIRECT.
- A wall must stand no closer than one yard from a free kick.
- The game must finish at the scheduled time regardless of how late it started.
- Only one step is permitted when taking a penalty.
- NO SLIDING TACKLES. A free kick will be awarded against the offending player.
- The game must be restarted from the centre spot after a goal.
- A deliberate hand ball or foul when they are the last man preventing the opposition a clear sight of goal will receive a red card and must leave the pitch. A free kick will be awarded.
- Any player behaving in a violent manner will received a red card and must leave the pitch. A free kick will be awarded.
- During a corner the opposition must not stand closer than the edge of the penalty area.
Goalkeepers
- Six second rule does not apply.
- May throw out over-arm.
- Must throw the ball once held. Failure to do so will result in a free kick on the edge of the area.
- Cannot pick up the ball from a back pass or throw-in. If picked up a free kick will be given at that location.
- Handling outside of the area will result in a yellow card and a penalty kick.
Equipment
Due to safety reasons the following equipment must be used by all players. The opposing team can prevent individuals failing to follow these rules from playing.
- Astroturf boots must be worn. No studs, blades or standard trainers.
- Shin pads must be worn.
Late start rules
- A team failing to start on time will concede a goal in the 10th and 20th minute of the game.
- A 3-0 walkover result will be given in the 30th minute of the game.
Referee
- Managers have the responsibility to control their players and ensure fair decisions are given to the opposition.
- Any incidents must be reported to the organiser following the disciplinary process detailed below.
- A referee can be requested given 14 days notice and a £15 fee.
- If an agreement cannot be made the defending team will win the decision.

| 4. Additional knockout game rules |
- Always finish five minutes before the hour regardless of the result to allow time for a potential penalty shoot out.

| 5. Additional Champions Cup group game rules |
- Games can end in a draw.
|

| 6. Player eligibility |
- Eligible players must have their photo on the website or an e-mail from the organiser confirming that a photo has been received.
- A player cannot be registered on the day of a game.
- A maximum of 30 players can be registered per team.
- Once a player is registered they cannot be removed.
- A player cannot transfer between teams without the organiser's consent.

| 7. Yellow cards |
You may receive a yellow card for the following:
- Bringing the game into disrepute.
- Verbally abusive to players.
- Disrespect to fellow members of the league.
- Persistent fouling during a match.
- A bad tackle that doesn't warrant a red card.
- Performing a sliding tackle twice in any one match.
- A goalkeeper handling outside of the penalty area.
- Deliberate handball or foul when not in a direct goal scoring opportunity.
- Unsportsmanlike behavior (e.g. trying to put off a player by shouting when shooting.)

| 8. Red cards |
You may receive a red card for the following:
- Bringing the game into disrepute.
- Threatening or violent physical behavior towards another player.
- Professional foul.
- Deliberate handball when last man preventing opposition chance of scoring.
- A very bad (late) tackle
- Performing a sliding tackle three times in any one match.

| 9. Disciplinary procedure |
Following an incident the following process must take place
- See if anyone saw the incident who isn't a player from either side.
- Report the incident in as much detail via e-mail to the organiser detailing player names.
- The organiser will then contact the opposition team and any eyewitnesses requesting feedback.
- Two randomly selected teams along with the organiser will form a panel and will review the feedback from both teams.
- The panel will then decide on what actions to take and the decision is final.
Fixed penalties
- Fielding an ineligible player - 3 league points deducted.
- Violent behavior towards another player - 5 match ban.
- Two yellow cards in a season is equal to a red card - see below.
- 1 Red card in a season - 1 match ban.
- 2 Red cards in a season - 3 match ban.
- 3 Red cards in a season - season ban.
- 3 poor fairplay scores by different teams - 3 leagues points deducted.
- 5 poor fairplay scores by different teams - Team will be removed from the league.
- Failing to turn up at a match without informing your opposition will count as a poor fairplay score.

| 10. Game cancellations and rescheduled matches |
- If more than 14 days notice is given:
League will try and arrange a swap.
No charge.
- 14 - 2 days prior to fixture:
Opposition have the right to claim a walkover result with them being able to use the pitch for a friendly.
Or, Opposition may accept to rearrange the game, the league will try it's best to do this but if it fails then the game will be classed as a walkover result.
- 48 hours prior to fixture:
Game is a walkover result.
- Final 2 weeks of the season:
Games are walkover results.

| 10b. Walkover conditions |
- All walkovers will be charged £36.
- If notification is too late for the non-cancelling team to use the pitch £32 will be credited to them.
- All payments must be received no later than 2 weeks after the cancelled fixture.

| 11. Injuries and insurance |
Injuries are a natural part of football and the league cannot guarantee you won't sustain any. You are therefore
requested to take out sufficient insurance to cover yourselves from any serious injuries that may result in permanent
damage or loss of earnings.
Players should not participate if they are not prepared to play at their own risk or take out insurance to cover themselves.

| 12. League acceptance conditions |
On joining the Surrey Research Park Football League you understand that:
- This is a non-profit league and you are simply paying for the pitches you play on.
- The league is arranged in good faith and the organiser is not liable for any injuries sustained.
- No refunds are available once you have signed up due to council payment rules.
You also agree that:
- It is the manager's responsibility to inform players of rule 11.
- You accept all of the above rules.
